During the COVID-19 pandemic, CM HORIZON emerged at a time of unprecedented uncertainty for Malaysian businesses.

Rather than following a conventional business blueprint, the firm took shape in direct response to urgent and unresolved HR challenges faced by SMEs across the country.

From the very beginning, CM HORIZON focused on one core belief:

Free HR Advisory During MCO — Where It All Started

During this period, Marcus Lim, one of CM HORIZON’s founders, began providing free HR advisory support across various business and HR community groups.

Instead of offering generic guidance, the advisory focused on real execution:

  • Interpreting Employment Act requirements under crisis conditions
  • Designing compliant Work From Home (WFH) policies
  • Advising on leave, wage, and workforce decisions

More importantly, this advisory work helped HR professionals balance management pressure with legal accountability.

Through these real-world cases, one conclusion became increasingly clear:

They needed HR professionals who could think, decide, and defend their decisions.

The Founding of CM HORIZON

Later in 2020, as demand for structured HR advisory continued to grow, Marcus Lim partnered with a senior HR consultant with more than 40 years of industry experience to formally establish CM HORIZON.

From inception, the firm adopted a clear and deliberate positioning.

 

CM HORIZON defined HR as:

2020 — A Crisis That Exposed the HR Reality in Malaysia

When the Malaysian Government introduced MCO, CMCO, and RMCO, businesses faced sudden shutdowns, workforce disruption, and severe operational uncertainty.

At the same time, many SMEs discovered that their HR challenges were not caused by missing policies, but by the absence of HR judgment.

In most organisations, HR functions focused on:

  • Payroll and leave administration
  • Documentation and compliance filing
  • Executing management instructions

However, business leaders urgently needed answers to far more complex questions:

  • Can employees be required to work from home?
  • Can annual leave be deducted during lockdown periods?
  • Are salary adjustments legally defensible?
  • How can HR act decisively without increasing legal risk?

As a result, the pandemic exposed a critical gap in Malaysian workplaces:
