Malaysia Opens Special Foreign Worker Quota Application Window for 2025

Putrajaya, 30 December 2025 — The Kementerian Dalam Negeri (KDN) has announced a special application window for foreign worker employment quotas for 2025.

This special window allows employers to submit applications in a more structured and controlled manner. It also supports better workforce planning across approved industries.

Application Period and Key Dates

The special application window opens on 19 January 2026 and closes on 31 March 2026.

Meanwhile, KDN will continue to accept applications submitted under the previous framework until 31 December 2025, which was the earlier deadline.

As a result, employers should review their application status early to avoid overlap or rejection.

Eligible Sectors and Scope

This special window applies to all sectors and subsectors approved by the Government as of 1 October 2025.

In addition, the window includes foreign worker quota applications for the services sector under the Ministry of Domestic Trade and Cost of Living (KPDN). These applications were closed earlier in 2025.

Therefore, affected employers now have an opportunity to regularise their workforce requirements.

Application Review and Compliance Process

KDN will assess all applications submitted during this period together with relevant line ministries.

Approval will depend on compliance with:

  • Sector-specific quota limits
  • Workforce justification requirements
  • Existing foreign worker employment policies

Consequently, employers must prepare complete and well-documented submissions.

Direct Submission Requirement for Employers

KDN requires employers to submit applications directly, without agents or third-party representatives.

All submissions must go through the Foreign Worker One-Stop Management Centre at KDN.

To manage application volume, employers must book an appointment in advance. The appointment system will be available from 16 January 2026 through the official KDN website.

This approach strengthens employer accountability and reduces processing risks.

At the same time, the initiative aligns with the MADANI Government’s commitment to:

  • Improve service delivery
  • Respond to industry needs
